Dr. Wm. A. White,
Supt. St. Elizabeths Hospital,

Dear Doctor White:
As you are doubtless aware, this Bureau maintains an institution for the care of the insane at Canton, South Dakota. For some time the Office has felt that this institution is in need of considerable rehabilitation from its physical standpoint and that the institution from the professional standpoint is in need of considerable improvement as well. In order to determine its needs, it is very desirable that a survey of the institution be made by a physician who is a specialist in psychiatry.
It would be appreciated greatly if one of your staff could be designated to visit Canton Asylum to conduct such survey and make a report for the benefit of this Office upon the physical and professional needs of this institution. The expenses of the physician so designated will be borne by this Office.
The Medical Division of this Bureau would be glad to make available to the physician of your staff who can be so detailed the various reports, etc., in connection with the Canton Asylum, its personnel, equipment, etc.
Cordially yours,
Charles H. Burke
Commissioner.
